It looks like the ability to make a wifi camera has made a big jump. It costs less than $20 before shipping to get an ESP 32 with a camera module now.

There are also a number of dummy cameras for sale that could probably hold it or you could 3D print a camera body or make one some other way. I prefer the idea of having cameras monitored by something in the house that always stays on.
